FibrLINK is a State Grid Corporation of China (SGCC) owned organization chartered with the mission to help develop, implement and maintain a real-time Information Technology centric solution to alleviate the Peoples Republic of China’s (PRC) electrical energy transmission, distribution and generation bottlenecks (collectively know as our China Green Energy Improvement Program). Addressing such issues through the deployment of real-time information systems have been identified to be necessary to dramatically reduce the burdens on diminishing fossil fuel resources, whilst allowing PRC to be a good environmental citizen without compromising our ongoing nation building and economic growth programs. To meet these challenges we have developed a demand-focused program to the energy problem. With a demand response pricing policy as a means to slow accelerating power consumption rates and encourage a sustainable generation portfolio, we can support rapid growth coupled with elastic, demand-side response. Use of advanced mathematical calculation techniques allows us to identify grid instability and implement real-time corrective actions to prevent rolling blackouts. In-line real-time network dispatching allows for us to fully leverage our consumer requirements in real-time. In short, we outline our information technology infrastructure that supports on-line control of each of the three system components:generation, transmission, and distribution show how, in a demand lead environment, a stable high fidelity, high data capacity real-time architecture is critical and necessary. To assure the security of this network centric approach and long term sustainability of the application platform, our deployment is through the Industrial Data Center architecture with Secure Connect to monitor and analyze in real-time information networks to detect and thwart unauthorized usage. SGCC and FibrLINK considers our real-time information architecture to be critical, necessary and strategic in our efforts to support the People’s Republic of China’s energy alleviation goals by allowing our energy infrastructure to continue to sustain an ongoing GDP growth rate through the next decade, whilst minimizing unsustainable capital investment that we would otherwise face. People’s Republic of China will benefit from a technologically advanced energy generation, delivery, and monitoring system to meet the demands of China as a premier export and consumer economy in the world. Through this program it is expected that a considerable amount (up to 9.5%) of China’stotal electrical energy will be recovered.

Dr. Jun Zha
Dr. Jun Zha is the Chief Technology Officer, Energy IT Group, FibrLINK, the communication and infrastructure subsidiary of State Grid of China.Dr. Jun has over 14 years experience in the Power Industry. Dr. Zha received his B.S. and M.S. Degrees in Electrical Engineering from Nanjing Institute of Technology, China, and his PhD in Electrical Engineering from Texas A&M University. Before joining FibrLINK, he worked as a Senior System Analyst at Valmet Automation, Inc. He was the Lead System Analyst for six provincial SCADA/EMS projects and three Provincial AMR systems in China. As CTO, his current responsibility with FibrLINK is to supervise the implementation and service of RtPM PI for power plants and Real-time Data Control (RtDC) for State Grid’s next generation EMS system.
